For versions before 1.5.14, go to Settings → Privacy & Security, click Open Anyway, then click Open in the popup.
If that option is missing or you see a "damaged file" error, open Terminal.app and run:

sudo xattr -r -d com.apple.quarantine /Applications/Mihomo\ Party.app
